Materials raise the level of a stronghold you control. Higher-level strongholds provide bonuses to your units and unlock additional services. When you are invaded, you defend that stronghold’s hex map. If no leader is staged there after Organization movement, the tile fights without a commander. A rank 3 stronghold with no garrison is less useful than a rank 1 keep with your best squad sitting on it.
Defensive Invasions on held strongholds are won by breaching the last line OR by holding for a turn count (commonly discussed as twelve turns). That only works if someone showed up. A mercenary squad is a legal garrison. A story knight on a ten-season training tick elsewhere is not.
